OT Incident Response

OT incident response is the process of preparing for, detecting, containing and recovering from cybersecurity incidents in industrial control systems, with safety and continuity of the physical process as the overriding priorities.

OT incident response is the preparation for, detection of, containment of and recovery from cybersecurity incidents affecting industrial control systems. It follows the same broad phases as IT incident response, such as preparation, detection and analysis, containment, eradication and recovery, and lessons learned, but the priorities differ: protecting people, the environment and equipment, and maintaining or safely stopping the process, come before preserving data or evidence.

Industrial incidents may start on IT networks, as with ransomware that forces a plant to halt production because of uncertainty about OT exposure, or directly in control systems. Effective response needs plans agreed between IT security, operations, engineering, safety and management, with clear authority to isolate networks or shut down processes. Vendors and integrators often need to take part, and government computer emergency response teams can provide support.

Preparation is decisive: up-to-date asset inventories and network diagrams, offline backups of controller programs and configurations, known-good firmware images, spare hardware, documented manual operating procedures and regular exercises that include plant staff. Containment actions such as disconnecting networks must be evaluated for their effect on the process. Recovery and any changes to control or safety systems follow OEM documentation, functional safety procedures and qualified personnel, and NIST SP 800-82 includes OT-specific incident response guidance.
