Alarm Management (ISA-18.2)

Alarm management is the discipline of designing, implementing and maintaining industrial alarm systems so that every alarm is meaningful and requires an operator response; ANSI/ISA-18.2 and IEC 62682 define its life cycle.

ISA-18.2 defines an alarm as an audible or visible means of indicating to the operator an equipment malfunction, process deviation or abnormal condition requiring a response. Its life cycle begins with an alarm philosophy document, followed by identification and rationalisation, in which each candidate alarm is justified, given a priority, setpoint, consequence and operator response, and recorded in a master alarm database. Detailed design, implementation, operation, maintenance, monitoring and assessment, management of change and audit follow.

Poor alarm systems, with nuisance, chattering and standing alarms and floods of alarms during upsets, overload operators and have been cited as contributing factors in major industrial incidents. Alarm management is applied to DCS, SCADA and PLC-based HMIs in the process industries, utilities and manufacturing. EEMUA 191 is a widely used guidance document, and IEC 62682 is the international standard based on ISA-18.2.

Alarm system performance is measured with metrics such as average alarm rate per operator, time spent in alarm flood, the most frequent alarms and counts of chattering, stale and suppressed alarms. Improvement techniques include rationalisation, deadbands and delays, state-based and flood suppression, authorised shelving and better HMI presentation. Alarms do not replace safety instrumented systems; they are one layer of protection that relies on operator action.
